This was a public discussion, not a motion, adopted plan, ordinance, referendum, or staff fiscal and legal analysis. The tax structure, permitted uses, municipal distribution, voter requirements, duration, and protection of indigent-health services remain unresolved. Evaluate—not presume—the replacement or restructuring of the existing half-cent indigent-health surtax as part of a one-cent levy. This illustration preserves the current health commitment and uses only the additional half-cent-equivalent capacity as an operating offset. On the adopted FY 2025/26 base, doubling the half-cent's projected $80.2 million yield provides an arithmetic proxy—not a County revenue forecast. Any recommendation should follow published efficiency findings, a verified residual gap, service-impact analysis, legal authority, voter requirements, distribution rules, and an enforceable health-funding floor.
Uses the adopted $80.2 million half-cent projection as an arithmetic proxy for additional capacity while preserving an equivalent amount for indigent health. Actual yield, eligible uses, and County share require formal analysis.
Uses consolidation, procurement, attrition, and position controls to close part of the gap without assuming the surtax solves everything.
Shifts selected service costs to users or affected properties after separate legal, nexus, and equity review.
Recognizes that even the illustrative net-new sales-tax capacity would not close the full modeled property-tax gap.
My current read is that Polk will pursue parallel contingency planning rather than commit immediately to either an efficiency-only or tax-first response. A sales-tax substitution is now a credible policy-development path, but not a presumptively preferred solution. The sound decision point comes after the County documents durable efficiencies, service consequences, and the residual recurring gap while completing the legal and fiscal work needed to know whether a one-cent structure is viable. A blended transition remains the most plausible first response because any surtax may not begin in time or close the full Board-only gap.
Run two workstreams in parallel: document project, contract, organizational, staffing, vacancy, and performance efficiencies while legal and fiscal staff test a one-cent replacement or combined surtax, its referendum path, allowable uses, municipal distribution, and an indigent-health funding floor.
Publish recurring versus one-time efficiencies, implementation costs, service consequences, legally restricted dollars, and the verified residual gap before recommending additional taxation or material service reductions.
Develop ballot language, revenue estimates, health-program protections, duration and sunset terms, municipal agreements, and a clear statement of which County operations or capital costs the proceeds could lawfully support.
Use a blended bridge because a surtax would not necessarily begin in time or close the full gap: vacancy controls, capital delays, selected reserves, fee proposals, procurement savings, and politically prioritized service protection.
Replace temporary fixes with recurring decisions: an approved surtax, millage or assessments, permanent staffing and service changes, contract consolidation, or a combination.
The $3.46 billion countywide budget is not a single flexible account. Enterprise, special-revenue, capital, debt, and restricted dollars cannot simply be swept into the General Fund.
Reserves and delayed capital can bridge timing, but neither permanently replaces recurring property-tax revenue.
A millage increase may recover part of the loss, but the actual yield depends on the certified taxable roll, levy boundaries, caps, and the public budget process.
Fees and special assessments change who pays and require separate legal, equity, and service-nexus review.
Protecting public safety does not make the gap disappear; it concentrates reductions in fewer discretionary and general-service areas.
The existing half-cent is voter-approved and dedicated to qualified indigent-health services. Reusing it for general operations is not assumed lawful; any replacement structure requires formal legal analysis and likely voter action.
